South Africa, as part of its mandatory reporting requirements to the United Nations Framework Convention on Climate Change (UNFCCC), is required to produce National greenhouse gas (GHG) emissions inventories biennially. These inventories account for the nations emissions in five main sectors: Energy, Industry, Waste, Transport and Agriculture Forestry and Other Land Use (AFOLU). The inventory compilation process is a very data intensive process, requiring activity data and emissions factors from all registered data providers from each sector as well as supporting data from academic and research institutions. A common problem found with inventory compilation, in addition to the plethora of information required, is the short reporting timelines from one inventory to another.

The Department of Environmental Affairs (DEA) is the Single National Entity responsible for reporting to the UNFCCC. To assist the Department with the inventory compilation process, Gondwana Environmental Solutions in collaboration with Aether (a UK based consulting agency) has developed the National GHG Inventory Management System.

Gondwana hosted a stakeholder engagement meeting at the Department’s Environment House, Pretoria in October 2017 to inform data providers on the role of the system and how it fits in with their reporting requirements.

Why data management?

The data management system acts as a single repository where all inventory data and stakeholder information can be captured and stored to maintain institutional memory. This ensures that inventories can be compiled consistently over time despite changes to the team or data providers. The system is transparent, allowing compilers to track where data came from and the methods used to calculate emissions. It has in-built functions which allow the compilers to compare between data, sectors and years. The system also has embedded in it QA/QC functions which improve the accuracy of data collected and the reporting thereof. These are just a few of the key aspects of the management system that will improve the inventory compilation process for all involved for years to come.
